The mission of CFCU is the execution, in a transparent and efficient way, of the tendering, contracting, payment, monitoring and reporting procedures with regard to the implementation of the programmes financed under IPA, Component I (Transition Assistance and Institution Building) in the framework of Decentralized Implementation System (DIS) and also the implementation of World Bank financed projects and other donors.
The CFCU is also the specialized unit for the administrative and financial management of twinning projects. 
The Central Finance and Contracting Unit (CFCU), operates in cooperation with Senior Programme Officers in Line Ministries (SPOs) and other IPA beneficiary bodies.
In the context of IPA Component I (Transition Assistance and Institution Building) and the implementation of the Project “Capacity Building and Support to Implement the Integrated Planning System (IPS) in Albania”, CFCU under the supervision of the Programme Authorizing Officer (PAO), has the following responsibilities:
• Tendering
• Contracting
• Contracts Implementation
• Payments, Accountancy, Requests for Funds and Management of IPA Bank Accounts
• Monitoring & Control
• Reporting
• Auditing
According to Council Regulation (EC) No. 1085/2006, July 2006 “Establishment of Instrument of Pre-Accession Assistance (IPA)”, effective from January 1st, 2007, Albania is a beneficiary of IPA. The IPA Components are:
(a) Component I: Transition Assistance and Institution Building;
(b) Component II: Cross-Border Cooperation;
(c) Component III: Regional Development;
(d) Component IV: Human Resources Development;
(e) Component V: Rural Development.

The first two components: (a) Component I: Transition Assistance and Institution Building and (b) Component II: Cross-Border Cooperation are already open to potential candidate countries and candidate countries.

Based on Council Regulation (EC) No. 718/2007 – June 2007, “Implementing Council Regulation (EC) No. 1085/2006 establishing an instrument for pre-accession assistance (IPA)” aiming at getting the accreditation of DIS structures put in place and managing the EU funds in a decentralized system, the Government of Albania, through Council of Ministers Decision No. 719, dated 18.06.2009, has established the necessary structures and authorities for an effective and sound financial management of EU funds, in compliance with European Standards and the acquis communautaire.

Structures and Authorities for decentralised management of the EU Instrument for Pre-Accession Assistance (IPA), Component I, based on Council of Ministers Decision No. 23, dated 12.01.2011, are:
• National IPA Co-ordinator, (NIPAC)
• Competent Accrediting Officer, (CAO)
• National Authorising Officer, (NAO)
• National Fund (NF)
• Programme Authorising Officer, (PAO)
• The Operating Structure for the implementation of Component I consists of: Central Finance and Contracting Unit (CFCU) in the Ministry of Finance and the SPOs within the line ministries, NIPAC office in the Ministry of European Integration and the Audit Units in Line Ministries/IPA beneficiaries.
• Audit Authority.
Actually, the Government of Albania is implementing the EU financed project "Preparation of Albanian Authorities for Decentralized Implementation System (DIS)" , that aims at increasing the degree of knowledge and capacity building for managing EU funds, demonstrating the capacities for assuming the responsibilities of membership.
